Public Engagement Report for Comprehensive Master Plan Visioning and Goal Setting
The students at Texas A&M University and the Texas Target Community (TxTC) Staff presented the final engagement report to the City Council and Task Force at a joint workshop meeting on December 1, 2020. The meeting was a presentation made by the TxTC staff and some of the graduate students in the graduate of urban planning program at Texas A&M University. The meeting took place online so that the students could participate and present to the council and the task force.
Overall the initial engagement and outreach for the City of Caldwell’s comprehensive master plan was well received and had an average amount of participation from the public given the circumstances of COVID-19. Due to concerns for COVID in person public meetings were not able to happen, so an online tool was developed by the students at A&M to allow for public participation. With the understanding that not all members of the community have computer or internet access a paper survey was also mailed to all of the residents within the city limits. Promotional outreach for the plan was conducted through social media, radio and TV ads and news casts, along with newspaper articles, flyers, and promotional videos. The public was able to present their ideas, concerns, and suggestions using the online and paper materials so that their voice was heard. This phase of the planning process is just the beginning and there is more engagement and outreach opportunities to come. The next step is to consolidate the overarching themes of the community feedback, fact basis, and best practices to establish the goals, objectives, and action items of the plan along with the various planning elements.
