Public Comment
To address the City of Caldwell City Council, please complete the Citizens to be Heard and submit it to the City Secretary via email before the beginning of the meeting. The forms are also available at each meeting to fill out in person.
Please be aware that City Council cannot respond or take action on any item not specifically on the agenda per the Texas Open Meetings Act.
Agenda Development
AGENDA ITEM SUBMISSION FROM COUNCIL.
All agenda item submissions shall be in writing, including email, and shall include a copy of any proposed item for consideration by the council. Supporting documentation is required to ensure the item is ready for council discussion and action. The presiding officer can place any item on an agenda at his/her discretion with written notice to the City Secretary and City Administrator.
Any Councilmember can request an item be added to the agenda, with express written support from at least (1) other Councilmember.
CITIZEN-SUBMITTED AGENDA ITEMS.
Citizens wishing to bring matters before the city council may complete a formal written request with the City Secretary at city hall or by submitting the request via email to the City Secretary. Submission of an agenda item does not guarantee inclusion on the agenda. Council and Staff collaboratively determine which items are placed on the agenda with an effort to prioritize issues or topics that impact the larger community.

Advisory Boards & Committees
The most effective way for citizens to become involved directly in governmental programs is to serve on a board or committee. Community members who serve on Caldwell’s boards and committees provide an invaluable service by assisting the City Council and City Staff with developing recommendations on important policy matters. Participation on a City advisory body is an excellent way to get involved in the community and your local government. It is an interesting and challenging experience that can truly make a difference. Public Information Requests
The law requires that public information requests be made in writing. The City no longer accepts informal requests for information. This includes direct emails, phone calls, or walk-in verbal requests.
Requestors should complete the online form. Requests may be emailed to csecretary@caldwelltx.gov, or submitted in person to the City Secretary’s Office.
Requests for public information are treated uniformly. Once the request is submitted, it will be reviewed to determine if the information is deemed public. If the information is public, the request will be processed. The city attorney determines if the requested information can be released. A response to the request will be issued within 10 business days. Alcoholic Beverage License
Alcoholic Beverage Application
To obtain a license to sell alcohol inside the city limits, you must first hold a license with the Texas Alcoholic Beverage Commission (TABC), and pay the established fees. Businesses selling alcoholic beverages must obtain a city alcohol license after obtaining a license from TABC. City ordinance requires that businesses renew their City Alcohol Permit in conjunction with their TABC license every two years. Your city permit expires along with your TABC license.
1. Contact the Texas Alcoholic Beverage Commission (TABC) and obtain a TABC Permit.
2. Complete the City application on CloudPermit
3. Bring a copy of the TABC Permit and payment for a City Permit to the City Secretary. The City fee is one-half of the state fee. Payments are accepted in cash, money orders, checks, credit or debit card (convenience fee).
4. The City Secretary will issue the City permit if all requirements are met.
NOTE: A City Alcoholic Beverage Permit will not be issued without a copy of the Texas Alcoholic Beverage Commission (TABC) Permit for the business applicant.
5. Please display the City Permit and the State permit at the place of business.
Incomplete application packages will not be accepted under any circumstances.
