Main Street Approach
Transformation Strategies – generated through meaningful community engagement and informed by an analysis of the district’s market position — help to guide a revitalization program’s work. An effective Transformation Strategy serves a particular customer segment, responds to an underserved market demand, or creates a differentiated destination. Some "ready-to-use" strategies — called Catalyst Strategies — fall into two broad categories: those that are focused on a specific customer segment and those that are focused on an industry, product, or service segment.

Caldwell Main Street Program
Caldwell was designated a Texas Main Street City in January 2014 and is one of 88 cities in the Texas Historical Commission’s Main Street network. The Main Street mission is to both embrace and energize Caldwell’s beloved, historic downtown district. Click here for some fast facts about the Texas Main Street Program.
We are proud to announce that the Caldwell Main Street Program was recognized for its performance in 2015, 2016, 2017, 2018, 2019, 2020, 2021, 2022.
Vision Statement:
The Caldwell Main Street Program endeavors to create within the Main Street Area an environment rich in experiences while preserving the beautiful, historic features of our treasured downtown. It is our vision that Caldwell will become a destination for those seeking interesting places to shop, dine and enjoy entertainment while providing residents goods and services which will enrich their lifestyles.
Mission Statement:
The Caldwell Main Street Program will promote the Main Street Vision through the use of the National Main Street Four Point Approach. The Board will man and oversee committees dedicated to Organization, Design, Promotion, and Economic Vitality. The Board will establish a strong volunteer base, restoring and maintaining the historical integrity of the Main Street area, promoting the Main Street Area to both internal and external audiences and aggressively engaging in the recruitment and retention of retail entities in keeping with the Plan of Work established by the Main Street Advisory Board.

The Caldwell Main Street Program seeks to inspire a passion for preserving our cultural heritage through education and knowledge. Promoting a sense of pride in what our community is and a vision for what it can become. A core tenet of the program is respect for every individual and their right to a voice in the future of our community. Board members of the program seek to lead and teach by example, making all interactions with each other and the community honest and trustworthy. Business decisions will be made with consideration of the best outcome for the community.
Main Street Advisory Board
The Main Street Board develops plans and programs to stimulate both historic preservation and economic vitality for downtown Caldwell. The plans and programs must meet the Texas Historical Commission’s criteria for Main Street communities.

Downtown revitalization and rehabilitation are key focuses for the City of Caldwell and Main Street Program. These efforts may include murals, streetscaping, intersection improvements, ADA Compliance, etc. that take place in Historic Downtown Caldwell. The goal for downtown revitalization is to make the area more welcoming, safe, and active.
A great deal of planning is in the works at this very moment from local stakeholders and the City to help achieve these goals. Projects occurring within Historic Downtown Caldwell have been identified and prioritized by the community through the Envision Caldwell Comprehensive Plan and the Downtown Design Plan.
The following projects are in progress or have been completed by the City of Caldwell and Main Street Program:
Façade Improvement Grant Program
- The City of Caldwell and the Caldwell Main Street Program seek to improve the image of downtown Caldwell and its Main Street District by stimulating Historic Preservation through the assistance of funds, and to help encourage restoration of historic storefront facades located within the designated Main Street District. The Caldwell Main Street Façade Improvement Grant Program is set up to reimburse property owners, and in some cases tenants, after work is completed. - Projects NOT eligible include - Interior or exterior structural work including the roof, that is not related to the façade, also including electrical, plumbing or A/C, or any other work that does not qualify according to the Caldwell Main Street Design Committee.
- The applicant must not be involved in any litigation that would affect the property for which the grant is intended.
- Approved types of projects include:
- Paint & Murals
- Signage
- Awning/Canopy
- Masonry Repair or Cleaning/Paint Removal
- Removing False Front & Slipcover
- Uncovering/Replacing Windows
- All applications must be signed and include the following attachments:
- Drawings and plans of all proposed work.
- Original copies of two (2) contractor bids or proposals.
- Color samples of all final paint selections.
- Photographs of building façade BEFORE work begins.
- Historic photograph of façade (when available).
Federal Historic Preservation Tax Incentives Program
- A 20% tax credit is available for buildings rehabilitated for commercial, industrial, agricultural or rental residential purposes on projects that are certified historic structures. The 10% tax credit is available for rehabilitation of non-historic, non-residential buildings built before 1936.
Downtown Caldwell Recommended Design Guidelines
- The intent of these design guidelines is to preserve the integrity and resources of the Main Street area and to ensure that new construction is in character with Caldwell’s valuable historic fabric in both appearance and scale. The guidelines provide a common ground for making decisions about design that affect individual properties within the Main Street area as well as the overall character of the area.
