Permit review timelines vary depending on the type, size, and complexity of the proposed project.

To help avoid delays, applicants should submit complete applications with all required plans, supporting documents, and applicable information through Cloudpermit.

Incomplete applications, requested revisions, and projects requiring additional reviews or approvals may take longer to process.

Applicants can monitor the status of their permit applications and respond to requests for additional information through Cloudpermit.

Certain commercial buildings, businesses, and facilities may be subject to periodic fire and life safety inspections to verify compliance with applicable codes and safety requirements.

Property owners and business operators are responsible for arranging required inspections and maintaining compliance with applicable fire and life safety standards.

Property owners may select a qualified inspection provider of their choice. The City of Caldwell contracts with Bureau Veritas for inspection services; however, property owners are not required to use Bureau Veritas.

Inspection requirements may vary depending on the building's occupancy, use, and installed fire protection systems.

For questions regarding applicable inspection requirements or documentation, contact the Building Department at 979-567-3271 ext. 108 or permits@caldwelltx.gov.

Certain construction and development projects may require inspections, testing, or certifications performed by qualified third-party professionals.

Depending on the project and applicable codes, these may include specialized structural inspections, engineering certifications, materials testing, fire protection system inspections, or other technical evaluations.

Property owners and contractors are responsible for coordinating required external inspections and ensuring that applicable reports, certifications, and supporting documentation are provided to the City for review.

Before scheduling an external inspection, applicants should confirm any applicable qualifications, documentation requirements, and submission procedures with the Building Department.

Development

Construction and development projects within the City of Caldwell may be subject to additional requirements beyond standard building permits, including zoning, subdivision regulations, site development standards, drainage, utility infrastructure, and right-of-way requirements.

Property owners, contractors, and developers are encouraged to coordinate with the City early in the planning process to identify applicable requirements and necessary approvals before beginning work.

Depending on the scope of the project, additional plans, documentation, or reviews may be required.

For more information about development requirements and approval procedures, visit the City's Planning & Development page or contact the Engineering Department.

Planning & Development

Properties located within designated flood hazard areas may be subject to additional development requirements under the City of Caldwell's floodplain regulations.

Construction, additions, grading, filling, excavation, and other development activities within regulated floodplain areas may require floodplain review and approval before work begins.

Property owners and developers should verify whether their property is located within a designated flood hazard area and contact the City before beginning any proposed development.

Flood hazard information can be reviewed using the Federal Emergency Management Agency's (FEMA) Flood Map Service Center.

FEMA Flood Map Service Center

For questions about floodplain development requirements or applicable permits, contact the City's Engineering Department.

Work performed within a public right-of-way may require approval from the City of Caldwell before construction or excavation begins.

Examples of activities that may require a right-of-way permit include:

  • Driveway and sidewalk construction or modifications.

  • Utility installations, connections, or repairs.

  • Excavation, trenching, or boring.

  • Work affecting streets, curbs, drainage facilities, or other public infrastructure.

  • Temporary obstruction or closure of a public right-of-way.

Property owners, contractors, and utility providers should coordinate with the City's Engineering Department before beginning work to determine applicable permit requirements, construction standards, and necessary approvals.

Before excavating, contractors must also comply with applicable utility notification requirements through Texas 811.

For questions regarding right-of-way permits, contact the Engineering Department.

Traffic Vision Sight Triangle

A traffic visibility sight triangle is an area near an intersection or driveway that must remain clear of obstructions to allow drivers, pedestrians, and cyclists to see approaching traffic safely.

Fences, landscaping, signs, structures, and other improvements may be subject to height or placement restrictions when located within a designated sight triangle.

Property owners and contractors should consider sight triangle requirements when planning fences, landscaping, driveways, or other improvements near intersections.

The illustration below provides a general example of a traffic visibility sight triangle. Specific dimensions and restrictions are governed by applicable City regulations.

For questions regarding sight triangle requirements, contact the City's Engineering Department.
