Floodplain Development

The city’s floodplain development regulations are intended to promote public health, and safety, reduce flood related damage and costs, protect public infrastructure, and guide responsible development in flood prone areas.

Floodplain Development Permit

Development, grading, or improvements within a floodway, 100-year floodplain, or 500-year floodplain are subject to City review and may require additional documentation, studies and FEMA approval.

Requirements

  • Floodplain Development Permit

  • Elevation Certificate showing the finished floor elevation is at least 2 feet above the Base Flood Elevation (BFE)

  • Hydrogolic/Hydraulic Study if located in FEMA undetermined flood hazard

  • No-Rise Certification for applicable work within the floodway or regulatory floodplain

The required studies and certifications must be prepared by a Texas-licensed engineer and submitted to the City's Engineering Department. The FEMA evaluation may also be required.

Before beginning any work within a floodplain, complete and submit the Floodplain Development Permit application and obtain all required City approvals.
