Speaking at a Council Meeting

Citizens and other visitors are welcome to attend all public meetings of the City Council and will be admitted to the City Council chambers or other rooms in which the City Council is meeting up to the fire safety capacity of the room.

To address the City of Caldwell City Council, please complete the Citizens to be Heard and submit it to the City Secretary via email before the beginning of the meeting. The forms are also available at each meeting to fill out in person.

Please be aware that City Council cannot respond or take action on any item not specifically on the agenda per the Texas Open Meetings Act.

Council Meeting Decorum

The City of Caldwell welcomes public participation at City Council meetings. To maintain an orderly and respectful environment, attendees are expected to follow these guidelines:

  • Public Comments: Individuals wishing to address the City Council must complete a Citizen to Be Heard form. Comments are limited to three (3) minutes, except for zoning cases, which allow ten (10) minutes.

  • Meeting Decorum: Attendees must remain respectful, refrain from private conversations during proceedings, and avoid disruptive behavior, including shouting, demonstrations, or interruptions.

  • Signs and Displays: Signs, posters, and placards are not permitted in Council meetings.

  • Speaking on Agenda Items: Individuals registered to speak on multiple voting items must address all items when the first applicable item is considered. The three-minute limit applies regardless of the number of items.

  • Non-Agenda Comments: Residents may address matters not listed on the agenda during the designated public comment period. The Council's ability to discuss or act on these matters is limited by state law.

  • Written Comments: Individuals should attend in person to address the Council but may submit written comments to Council members and request that they be read during the meeting. Speakers reading prepared statements must provide a copy to the City Secretary for the meeting minutes.

Agenda Development

Councilmember Requests

Councilmembers may request that items be placed on a City Council meeting agenda by submitting a written request, including email, to the City Secretary. Requests must include supporting documentation and the written support of at least one additional Councilmember. The presiding officer may also place items on the agenda at their discretion, with written notice to the City Secretary and City Administrator.

Resident Requests

Residents wishing to request an agenda item may submit a written request to the City Secretary in person at City Hall or by email. Submission does not guarantee placement on an agenda. Council and City staff work collaboratively to prioritize items based on their relevance and impact on the community.

For additional information, please review the City Council Meeting Policies.
