Flock Safety – Automated License Plate Readers

The Caldwell Police Department uses stationary Flock Safety Automated License Plate Reader (ALPR) cameras to support public safety and criminal investigations. These cameras capture license plate information and associated vehicle images, along with the date, time, and location of the observation.

Authorized Use & Privacy Protections

ALPR information may be accessed and used only for legitimate law enforcement and public safety purposes. Department policy prohibits unauthorized uses, including personal use, harassment, intimidation, and improper surveillance.

Searches must be associated with a case number, computer-aided dispatch (CAD) number, or documented reason for the inquiry. Access to historical data is subject to additional administrative procedures.

Data Storage & Retention

ALPR data is stored in Flock Safety's cloud-based system with security measures intended to protect against unauthorized access.

Data is generally retained for a maximum of 30 days, after which it is automatically deleted unless flagged for preservation. Information retained for an investigation or other authorized purpose is subject to applicable records retention requirements.

Information Sharing & Public Records

ALPR information is used and shared for authorized law enforcement and public safety purposes in accordance with Department policy and applicable law. Public information requests involving ALPR records are reviewed and processed under the Texas Public Information Act.
