Multi-Scope Projects

Residential New Construction

The construction of any new residential dwelling structure (single-family home, duplex, townhouse) requires a building permit. All construction must comply with the International Residential Code as adopted and amended by the City of Caldwell. All contractors must be registered in the City of Caldwell before applying for permits.

A building permit covers all major aspects of a residential structure (foundation, framing, roofing, insulation, sheetrock, cladding/siding, doors, and windows). A building permit does not encompass work by the major trades (Electrical, Irrigation, Mechanical/HVAC, and Plumbing). Each of these trades require separate permits for the completion of a newly constructed residential dwelling structure. All major trade contractors must register with the city before applying for permits.

Residential Additions and Remodels

The remodel of, or addition to, a residential dwelling structure (single-family home, duplex, townhouse) requires a building permit. All construction must comply with the International Residential Code as adopted and amended by the City of Caldwell.

A homeowner may perform some aspects of work on their homestead, but any plumbing, mechanical (HVAC) or electrical work must be performed by a contractor licensed by the State of Texas and must be registered as a contractor with the City of Caldwell.

Property Lines and Building Setback Lines

  • Building setback lines are the mandatory minimum distances that structures must maintain from property boundaries, streets, or public rights-of-way. These invisible lines define the outer limits of the buildable area on a piece of land where construction is legally permitted for a property inside the city limits. Setback lines are crucial for ensuring fire safety (for structures that are too close to one another), accommodating public utilities, and preserving neighborhood privacy, and aesthetic consistency.
  • Zoning districts define what setback lines are applicable to a property.
  • Accessory structures must be within the building setback lines for that property. To find the zoning district and building setback lines applicable for your property please visit our zoning webpage

Residential Accessory Structures

A Building Permit for the construction of an accessory structure includes sheds, barns, detached garages, carports, decks, patio covers, pool houses, pavilions, cabanas, gazebos, or any other structure that is subordinate to the main structure on a property. One detached accessory structure is allowed per residential lot without necessitating a permit, provided the structure complies with all of the following:

  • The accessory structure is not located in a surface drainage easement.
  • The floor area of the accessory structure does not exceed 120 square feet.
  • The accessory structure is not permanently affixed to the ground.
  • The accessory structure is located in the rear yard.
  • The accessory structure is not provided with utilities (sewer, water, gas or electricity).

If the proposed accessory structure does not meet one or more of these requirements, a building permit will be required. A homeowner can perform this work at their homestead and does not need to register as a contractor with the City, but must apply for a building permit prior to beginning any construction. If a contractor is used, the contractor must be registered with the City of Caldwell, unless the accessory structure is a prefabricated kit and is installed by contractors that work for the company that are the sellers of the prefabricated kit. Any plumbing, mechanical (HVAC) or electrical work must be performed by a contractor licensed by the State of Texas and must be registered as a contractor with the City of Caldwell.

A manufactured home permit covers the structure itself, and any decks or stairs that need to be added or built, but it does not include any hvac, electrical, or plumbing work that needs to be performed to complete the installation of the manufactured home. Typically, water and sewer need to be connected, a meter loop pole needs to be set, or an existing one needs to be modified to connect the electric, wiring ran from the meter loop pole to the manufactured home, and a hvac condenser needs to be installed. All of this work requires permits and inspections for each respective trade.
